Sinelnikov Boris Mikhailovich has been rector of NCSTU for 20 years. Nowadays NCSTU is one of the leading institutions of higher education. The university provides personnel training in different branches of industry, such as construction, food, natural gas, chemistry, petrochemical, power and electronic industry etc. About 70 % of human resources working in state and public sector of regional economy as well as in social and cultural sphere are university’s graduates. The university undertakes educational, humanitarian and cultural mission, connecting multinational population of Russia’s south.
Under the direction of Dr. Sinelnikov Stavropol Polytechnic Institute, training engineers of 14 specialties became North Caucasus State Technical University with 4 branches and 70 specialties. NCSTU provides the region with necessary branches of study and numbers above 20 thousand students. Nowadays the university includes new subdivisions: an institute of intensive training, an inter-sectoral regional centre for upgrading and retraining, a boarding school for talented children of Stavropol region and a medical centre.
Dr. Sinelnikov pays much attention to university’s scientific development. For the last 5 years following scientific schools gained international acceptance: industry of nanosystems and materials, biotechnology, information technologies, oil and gas, milk etc. The production of convertible solar photoelectric plants, supervised by the rector, was highly appreciated at an International Investments Forum "Sochi-2008" with the RF president participating.
The university has a great scientific and technical potential: 157 Doctors of Science, professors, 447 Ph.Ds. with 24 corresponding members and full members of Russian and International academies. There are also 8 research institutes functioning in different scientific fields, a planning and design office, fundamental research laboratories. Besides there is a North Caucasus department of Technology Academy based on the university. The HEI has 440 inventor’s certificates and 98 patents. The number of people entering PhD programmes increased 2.5-fold from 106 to 300. The number of those who defended theses on time rose from 26% in 2004 to 53% in 2008.
Boris Mikhailovich is a well-known higher school organizer. Under his guidance the university underwent great qualitative and quantitative changes. The academic activity has been reorganized to improve the quality of personnel training. A unique integrated computerized system of academic activity management has been created. This system has an inventor’s certificate. Dr. Sinelnikov is one of its inventors. The system makes it possible to estimate the quality of taught subjects. It was highly appreciated by Federal Education and Science Supervision Agency and recommended as a pattern data system for Russian institutes of higher education. The university network system connects all departments and branches of NCSTU with each other. Besides the university network system there is a regional information network system of educational institutions functioning on the base of NCSTU.
Under the guidance of B.M. Sinelnikov the material and technical basis of the university is being developed. The total area of new buildings is 52 thousand square metres. A new campus with total area 20 thousand square metres is being built. In 2010 a North Caucasus centre of nanomaterials and nanotechnologies was brought into service (total area 3 808 square metres).
Besides conducting the university B.M. Sinelnikov pursues science. He does a research in the sphere of microelectronics and nanotechnologies. Dr. Sinelnikov has above 600 publications in Russian and foreign academic periodicals including 3 monographs and tutorials. He also has 16 inventor's certificates and patents.
Dr. Sinelnikov is the founder of a scientific school on chemistry of solid body in North Caucasus. He supervises the development and manufacturing application of projects on the production of convertible solar photoelectric plants and gallium nitride (sapphire, garnet) light diodes.
Boris Mikhailovich is the chairman of two Dissertation Councils. He’s the supervisor of doctoral and post-doctoral studies in physical chemistry. 26 doctoral and 11 post-doctoral theses were defended under the supervision of Dr. Sinelnikov. Boris Mikhailovich heads the department of nanotechnology and technology of electronic engineering materials for many years. There is a number of laboratories at the university that provide the base for research in the sphere of nanotechnologies.
NCSTU is an internationally recognized university. The university develops international activities, takes part in international educational projects and academic exchange programmes. Currently NCSTU has sustainable cooperation with academic partners from 14 countries of North America and Western Europe.
