Procedure of recognition and equivalence assessing

To enter the Russian University foreign students have to submit their certificates on education for 2 different procedures:

1. “recognition” – acceptance of the certificate by the experts of Federal Agency of Education as a legal document on the territory of the Russian Federation. 
2. “equivalence assessing” – the authorities give to foreign students the academic and/or professional right to get higher and postgraduate professional education in the Russian Federation according to the state standard.

The procedure of recognition and equivalence assessing of the certificate is made by the Federal Agency of Education (Rosobrnadzor).
Following documents are to be presented: 

1. Notarized copy of passport
2. Original document on education (certificate) with supplements to it, legalized in the established order;
3. The legalized translation of the certificate and supplements to it (2 copies)
4. Application
5. Receipt on a 4000 rubles (state duty)

The applicant has to send the set of the documents to one of the expert centers, which examine and prepare appropriate resolutions for the further procedure on recognition.

If the certificate is accepted, foreign students get the letter confirming opportunity to enter the university. Usually procedure takes about 3-4 months.
