Admission rules for foreign entrants

1. General regulations

1.1. Foreigners, stateless people and also compatriots can be enrolled to NCSTU for training in the basic educational programs of the higher professional education.

1.2. Enrolment of foreign citizens to NCSTU for training in basic educational programs of the higher professional education is fulfilled according to the international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation with means of the government financing (within quota limits, established by the Russian Federation) and also under contracts with payment by individual and (or) legal bodies.
1.3. Enrolment of foreign citizens to NCSTU for training on the government-financed form is fulfilled:

• according to the Agreement on giving equal rights to citizens of the country-participants of the Contract on integration into economic and humanitarian areas from 29,03.1996 for entering the University, approved by the order of the Government of the Russian Federation from 6/22/1999 № 662, and other international contracts and intergovernmental agreements of the Russian Federation;
• on the certificate of the Government program participant on assistance in voluntary migration of the compatriots living abroad to the Russian Federation according to the order of the President of the Russian Federation from 22.06.2006 № 637;
• according to the Federal law from 24.05.1999 № 99 of the Federal Law «On the public policy of the Russian Federation concerning compatriots abroad».

2. Registration of the documents and applications

2.1. Registration of the documents, entrance procedure and enrolment is executed by the selection Committee of NCSTU 

2.2. The documents of the following groups of foreign citizens are registered:

• those foreign citizens entering the government-financed forms according to the Rules of NCSTU on enrollment of students for the first course and Master course”;
• those foreign citizens entering the commercial form within paying out by individual or legal bodies before the 25th of July 2010

2.3. Enrolment of foreign entrants is fulfilled on their application.
With this application a foreign citizen should attach following documents:

• original certificate on secondary education (or its notarized copy), or the original document on education equal to the document on education legal in the Russian Federation (or its notarized copy) with the certificate on its equivalence or legalized documents on educations and its supplements
• notarized translation into Russian of the document on education and its supplement;
• copy of the document identifying a person according to the article 10 of the Federal law from July, 25th, 2002 № 115-FL «About a legal status of foreign citizens in the Russian Federation»;
• copies of documents or other proofs confirming being a compatriot living abroad or belonging to groups, approved by article 4 The federal law from July, 25th, 2002 № 115-FL «About a legal status of foreign citizens in the Russian Federation »;
• copy of the entry visa;
• 4 photos 3x4 cm

All translations into Russian should be done exactly similar to the name specified in the entry visa.

The foreign citizen entering the program of a bachelor or specialist degree should represent the certificate on secondary education or on higher vocational education or document on education which is approved as equivalent to the same document on education of the Russian Federation.

Foreign citizens having bachelor degree or specialist diploma on higher professional education or any document equivalent to the above-mentioned degrees can enter master course.
Foreign citizens entering according to the quota approved by the Government of the Russian Federation from August, 25th, 2008 #638 “On cooperation with foreign countries arriving within the Russian Federation established by the governmental order from August, 25th, 2008 № 638 «On cooperation with foreign countries in sphere of education» should represent assignment to the University.

3. Entrance examinations

3.1. Entrance examinations are aimed on identifying abilities of the entrants to learn the programme.
Entrance examinations are held according to the “Regulations on entering examinations in NCSTU”.

3.2. The list of entrance examinations is made according to «Rules on enrollment to the first and master course NCSTU».

3.3. Foreign citizens having the certificates on results of the single state examination can enter according to the above-mentioned results.

4. The order of paying for education

4.1. The fee for the education and living in the University hostel is approved by the rector of NCSTU.

4.2. Payment for the education and living in the University hostel can be made by individual and (or) legal bodies.

5. Enrollment to the University as students

5.1. Without entrance examinations can be enrolled foreign citizens having the right for education on the government-financing form:

5.2. Enrolment of the following foreign citizens is held:

• foreign citizens entering the government-financing forms in terms specified in the Regulations of enrollment of students to the first and master course of NCSTU;
• foreign citizens entering commercial form within payment by individual or legal bodies before 31.08.2010

5.3. The order on enrolment of the entrants to the University is issued by the rector of the University on good results of the entrance examinations and making up of the contract on paying for education and receiving the payment according to the contract.
